Attention Engine — Proactive Goal Prioritization

The attention engine continuously surveys active goals, computes coverage scores, and ranks them by urgency × gap. A shows a single focused view (top 3 items needing attention); B shows the full attention map with κ-routing information revealing which goals need fast retrieval vs deliberation.
